Similar to how certain international organizations act as instruments of the West and imperialism—particularly the United States—to exert greater control over countries that oppose them, terrorism is also an effective tool in their arsenal. If they cannot achieve their goals through the first means (international organizations), they resort to the second means, namely terrorism, to eliminate their opponents. They use terrorism against whoever they choose and refrain from targeting those they prefer to spare.
